NtSetTimerResolution() - it change the resolution of the default windows timer.

High timer resolution (0.5ms) improve usb throughput on my system two times.
Timer resolution is globally changed while the application is running and will revert to the previous value when it is closed.

Exactly same function is implemented in "Fidelizer"
